To begin this achievement, you will first need to have the Jackal mount unlocked. This can be done in the Sand Jackal Run area of the Desolation. Raiding is such a small part of the game. I figure anyone who wants to raid has already done most of the other content, especially enough to unlock the Jackal portal mastery. Regardless, it shouldn’t take too long between a PoF hero point train that touches the mastery insights and a few easy collections and story stuff.
If you care about your mount being flexible and all-purpose, you should use the jackal more than the raptor. It doesn't need any kind of rework or buff. The raptor and jackal have extremely similar movement speeds on flat ground. The raptor is 4% faster than the jackal if they're both spamming their movement skill.
