To add to the above answer, in Europe the trucks are electronically limited to 90km/h. If you want to play by the book, then you'll drive at 90 max. truck_speed_limit: 180.0. Enter the number in whatever KPH you would like the limit to be. Put the file in a new empty /def/ folder -> "/def/game_data.sii". Zip the folder with no compression (store). Name the zip archive anything you like with a .scs extension. Put the .scs file in your mod folder.
