I hate that she can't be grabbed or affected by any attacks that would lock a character into a special state, like Liu Kang's bicycle kick. She also just can't be combo'd normally.
Jump kicks & uppercuts when she blocks. Once you learn her attack patterns and when to block and counter, she turns out to be easier. Don't be too offensive and leave yourself open, be more of a defensive player. Jump kicks and anything that knocks her down. But mostly just jump kicks.
